Senator Susan Collins, Chair of the Senate Appropriations Committee, called on May 13 for increased federal support from the Federal Bureau of Investigation and Drug Enforcement Administration to combat illegal marijuana grow houses in Maine. Collins addressed FBI Director Kash Patel and DEA Administrator Terrance Cole during a hearing reviewing federal law enforcement budget requests.
The issue has drawn attention due to its connection with transnational criminal organizations, particularly those originating in China. According to Collins, “the proliferation of illegal marijuana grow houses connected to transnational criminal organizations originating in China is an ongoing problem in the state of Maine.” She referenced a Department of Homeland Security memo estimating as many as 270 Chinese-backed operations generating up to $4.3 billion in illicit revenues. The senator also highlighted the strain these operations place on local housing by rendering homes uninhabitable.
Patel responded that Homeland Security Task Forces led by DHS and the FBI have been established across 59 locations nationwide, specifically targeting such operations. “What we did since you and I last…the HSTFs that we stood up…have specifically targeted the marijuana grow house operations, especially tied to the Chinese,” Patel said. He explained that while links between these activities and mainland China are difficult to confirm due to efforts by suspects to cover their tracks, authorities are working through financial tracing methods: “We’re not seeing…the money directly being shipped back over to mainland China and the CCP from these grow house operations.”
Cole provided updates on DEA actions: “As of recently, we had executed 44 search warrants in reference to Chinese underground marijuana houses, seized about 32,000 marijuana plants [and] over 500 pounds of marijuana.” He noted ongoing cooperation with state and local agencies as well as continued efforts tracing illicit funds through crypto transactions.
Collins emphasized that residents often notice suspicious activity near suspected sites but clarified that these are not licensed operators following legal requirements: “These individuals are not following any of the rules and they are operating illegally and causing tremendous harm.” She cited concerns about environmental hazards like black mold making homes uninhabitable.
The Senate Appropriations Committee oversees federal expenditures as mandated by law, ensuring accountability in public money management; it manages legislation related to federal funding, conducts hearings on spending proposals, oversees government programs including issues like trade or international affairs; draws its authority from constitutional mandates regarding appropriations; has included past chairmen such as Lot Morrill of Maine; and is known for producing bills such as the Homeland Security Appropriations Act,according to the official website.
Looking ahead, Cole pledged continued focus: “We will stay on the front foot. We will continue to target, investigate, and bring them [criminals] to justice…My team is happy to follow up with your team…”
